Leading Elite Program
Application & Selection Guideline
Lying on the northeast of Zhejiang Province and the core area of the Yangtze River Delta, Jiaxing borders Shanghai to the east, Suzhou to the north, and Hangzhou to the west. It has a land area of 4223 square kilometers, a registered population of 3.64 million, and a permanent population of 4.8 million. The prefecture-level city of Jiaxing administers 7 county-level divisions (including counties, districts and county-level cities). The Dream of the Communist Party of China set sails here in Jiaxing. The city is the birthplace of Majiabang Culture, and the permanent venue of the World Internet Conference.
In recent years, Jiaxing achieved 4 historic achievements by leveraging the geographical advantages of the core Yangtze River Delta and its development momentum featured by Talents +Innovation. Firstly, its GDP reached the ¥550 billion mark, with the GDP growth rate ranking the third in Zhejiang. Secondly, its total fiscal revenue exceeded the ¥100 billion mark, making it into the top 20 cities in the country, fifth in prefecture-level cities and third in the province. Thirdly, its R&D ratio reached 3.1%, ranking the second in Zhejiang Province. Jiaxing’s total industrial output value above designated size and its total social financing scale both reached one-trillion-level. Fourthly, Jiaxing’s comprehensive strength surged to the 37th among China’s top 100 cities, with its overall competitiveness greatly improved. The attractiveness, influence and reputation of Jiaxing have increased significantly.
To implement the strategy of Strengthening the City by Talents and Innovation-driven Development, to build a "Strong Magnetic Land" and a "City of Youth Innovation", and to accelerate Jiaxing’s upgrading and leapfrog development, the city launches 2021 Innovative Jiaxing· Leading Elite Program. More details about the application and selection are as follows:
I. Application fields
Outstanding talents and teams both at home and abroad in the following fields would be given priority: competitive industries such as next-generation information and communication technology, new materials, new energy, high-end equipment manufacturing and high-end fashion industry; emerging industries such as integrated circuits, aerospace, artificial intelligence, life and health, leading consumer electronics, and new growth areas such as rural revitalization, culture and art, and economic management.
Ⅱ. Applicant Eligibility
2021 Innovative Jiaxing· Leading Elite Program includes 5 categories: Innovative Team Program, Entrepreneurial Team Program, Innovative Talent Program, Entrepreneurial Talent Program and Young Talent Program.
1. Innovative Team Program.
Innovative Team Program is recruiting talent teams from universities, research institutes and enterprises (non-Chinese foreign talents included). The team shall include a leader and 3-5 key members. Team leader shall have a doctorate; at least 2 key members are required to hold doctoral degrees or professional titles equivalent to researcher/professor or associate researcher/professor. The team must have developed state-of-the-art technologies or blank-field technologies that cater to Jiaxing’s needs for industrial development.
2. Entrepreneurial Team Program
Entrepreneurial Team Program is recruiting talent teams from Jiaxing-founded enterprises (non-Chinese foreign talents included). The team shall include a leader and 3-5 key members. Team leader shall hold a master’s degree (or above); at least 2 key members are required to hold a master’s degree (or above) or professional titles equivalent to researcher/professor or associate researcher/professor. The team-affiliated company is required to be registered for more than 1 year and less than 5 years, with international or domestic leading technologies or products which have entered the development stage. The team leader or one of the top 3 team members shall be the company's main founder and the largest individual shareholder; or the core members of the team shall hold majority shares, while one of the core team members shall hold a position no lower than the company’s technical vice president.
3. Innovative Talent Program
The applicant shall hold a doctoral degree unless otherwise specified, and have worked as associate professor (or above) in globally prestigious universities or research institutes, or have worked as middle-level/senior manager or technician for well-known enterprises, organizations or institutions. Innovative Talent Program contains two categories: domestic and overseas.
4. Entrepreneurial Talent Program
The applicant shall hold a bachelor’s’ degree and have worked as middle-level/senior manager or technician for well-known enterprises, organizations and institutions. The applicant shall be the main founder and the largest shareholder/individual shareholder of a company founded within the past 5 years or an unregistered startup. More than 50% of the registered capital shall already be paid-in and the applicant shall invest no less than ¥1 million. Products of registered companies equipped with its core technologies shall have entered the stage of pilot-plant test or large-scale commercial production. Unregistered startups shall own leading technologies with potentials of industrial development, or fill the domestic gap in certain fields. The program contains two categories: domestic and overseas.
5. Young Talent Program
The applicant shall own a doctoral degree and younger than 40 years old, holding a formal teaching or researching position in overseas prestigious universities, institutions or enterprises, or having set up the own enterprise. Academic achievements, research and innovation capabilities, and research areas and technological fields of importance and development potential are required. Young Talent Program is recruiting young talents from universities, research institutes and enterprises (non-Chinese foreign talents included), and the program contains two categories: domestic and overseas.
Ⅲ. Favorable Policies
1. Leading Innovative/ Entrepreneurial Team Programs offer funding of ¥10 million (type A) and ¥8 million (type B). Leading Innovative/ Entrepreneurial/Young Talent Programs offer funding of ¥7-10 million (type A+), ¥5 million (type A), ¥3 million (type B) and ¥2 million (type C). The companies and institutes which employ Leading Innovative Talents and Young Talents will be subsidized 70% (type A), 60% (type B), 50% (type C) of the annual salaries and benefits paid to the said talents within 5 years, with an annual maximum of ¥10 million, ¥6million and ¥4 million respectively.
2. Young Talents aged 35 and below who are selected into the "Leading Elite Program" will be granted an extra 5% bonus.
3. Registered companies of the Leading Entrepreneurial Teams/Talents will enjoy rent-free or cash-back policy in the registered region (counties, county-level cities and districts) for 3 years after being endorsed by government platforms.
4. Leading Talents and key members of Leading Teams with an annual salary above ¥200,000 will receive an expert allowance based on their annual contributions for 3 years.
5. Startup companies of the selected Leading Talents/Teams, if apply for credit loan (up to ¥10 million) from government financing institutions, will be given 80% exemption for credit loan guarantee fees for 5 years (or 6 years for biomedical companies). A 60% interest discount will be given to the part of the loan (up to ¥10 million) that exceeds the one-year LPR interest rate.
6. Companies will be reward 10% of the R&D expenses if the number exceeds ¥1 million and grows above 15% each year, with a maximum of ¥10 million.
7. Companies that take the lead in formulating international standards, national standards, industrial (or local, military) standards, and " Zhejiang Made" Brand standards will be awarded ¥1 million, ¥300,000, ¥200,000, and ¥200,000 respectively. Companies participating in the formulation of international standards and national standards will be awarded ¥300,000 and ¥150,000 respectively. Leading Talents/Teams and the affiliated companies, if obtain invention patent in US, Japan, Europe and other countries or regions through PCT, will be subsidize ¥30,000 per patent, with funding up to 2 authorized countries or regions for the same invention. Lawsuits related with IPR protection overseas, if win, will be subsidized 50% of the legal expenses (up to ¥100,000).
8. Startup companies of Leading Talents/Teams will be rewarded ¥2 million if get listed in Chinese stock market, STAR market, SME board, or growth enterprise market; ¥1 million if get listed overseas and ¥500,000 if listed in the new OTC market.
9. Leading Talents, Team Leader and top 3 members of the Leading Teams who work full-time in Jiaxing will be provided ¥600,000 to ¥1,000,000 worth of talent apartment or housing allowance.
Ⅳ. How to Apply
The Leading Elite Program is organized and managed by Jiaxing Innovation and Incubation Center for Leading Talents. The program will recruit talents through candidate’s application and targeted selection throughout the year. Selection will be conducted by centralized review, venture contest, incubation transfer, and local recommendation. More details will be further noticed.
