border-box;">2010年以前，中国还没有完整的创新药产业，自主研发的创新药几乎空白。10年之后，创新药已发展为中国医药行业最活跃的一股力量。其中的一个关键节点，是2000年前后跨国研发中心的聚集。</p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;">1994年，罗氏制药作为第一家跨国药企入驻张江科学城，开启了张江科学城生物医药产业发展的序幕，继罗氏之后，辉瑞、诺华、葛兰素史克、礼来等跨国药企研发中心先后落户张江科学城，张江科学城成为全球生物医药研发网络重要节点。</p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;">最初在罗氏工作的华领医药创始人兼首席执行官（CEO）陈力说，上世纪90年代就在张江科学城布局的罗氏，2005年在上海设立研发中心，条件还比较艰苦，比如实验台、实验室的设计都要从零开始做，而等到十年之后，自己开始创办华领药物的时候，张江科学城已经成为中国生物医药产业发展最具生命力的产业园区。</p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;">在这个阶段（2005~2011年），张江科学城生物医药也迎来了第一个收获期。在2008年启动的国家“重大新药创制”科技重大专项中，张江科学城的企业和科研院校等共承担99项，占上海172项的58%，占全国970项的10.2%。重大专项期间，张江科学城诞生了多款I类首创新药。也为后续2011年开始的本土龙头研发中心为主的发展打下基础。</p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;">目前，将生物医药作为三大先导产业之一的上海，产业发展已在国内保持领先地位。数据显示，2017至2021年，上海共有15个创新药获批上市，440个Ⅲ类医疗器械首次获得注册证，48个创新器械产品进入国家创新医疗器械特别审查程序。截至今年10月，上海共有143个I类创新药获批进入临床。</p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;">2022年上海新增获批的4个I类国产创新药，其中三个来自张江科学城企业，分别是璎黎药业的（抗癌新药）林普利塞、复宏汉霖的（抗癌新药）斯鲁利单抗注射液、华领医药全新机制的（糖尿病治疗）原创新药多格列艾汀片（华堂宁）。</p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;">其中在中国首先上市的全球首创新药华堂宁，由华领医药技术（上海）有限公司研发并持有、上海迪赛诺生物医药有限公司受托生产，是张江研发、上海生产的典型代表，也是上海试点药品上市许可持有人制度（MAH）、推动创新研发成果快速上市的成功案例。</p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;">陈力接受采访时表示，当年创业成功离不开上海的独特优势，首先，张江科学城聚集了很多全球知名药企、多家CRO(Contract Research Organization，一般称为“生物医药研发外包”)、中国当地制药公司；其次，有上海光源、蛋白质中心、上海药物所、安评中心等重大科技基础设施集群以及国家平台。</p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;"><br style="box-sizing: border-box;"/></p><p style="white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;">陈力说，如果没有“十二五”“十三五”重大专项的支持，没有上海市推动的药品上市许可持有人制度的实施，没有张江科学城提供的创新产业环境，就无法实现华堂宁中国新药创制这一重大突破。</p><p border-box;">作为最早一批来张江科学城工作的高层次人才，中国科学院院士、中国药物化学家陈凯先也见证了张江科学城整个生物制药产业的发展。他近日接受第一财经记者采访时说，上海生物医药近年来呈现蓬勃发展的面貌，有两个显著的特点：一方面是作为创新思想、创新成果的策源地作用，在全国的引领地位越来越凸显；另一方面，世界级产业集群崛起，显示出它的发展势头，“张江研发＋上海制造”呈现了一个非常好的发展态势，但同时还要加强原始创新。</p></section></section></section></section></section><section 0px;">一方面是传统优势园区空间承载能力下降、生产生活成本上升等问题日益凸显，企业外溢倾向明显。另一方面，传统优势园区周边生物医药产业发展起步较晚的新生代园区，具备极强的空间承载能力，且生产生活成本较低，在承接产业转移层面具备诸多优势。</p><p style="white-space: normal;box-sizing: border-box;margin: 0px;padding: 0px;">在吸引龙头企业落地，进而吸引产业链上下游企业落地的同时，地方政府、产业园区为推动产业发展所作的配套也在发生变化。为此，上海的产业部门也制定了覆盖“研发+临床+制造+应用”产业链的政策举措，推进“张江研发+上海制造”行动。在制造环节，张江创新药产业基地扮演了重要角色。</p><p style="white-space: normal;box-sizing: 0px;">去年把产业化基地放在了张江创新药产业基地的奥浦迈（688293.SH），是张江科学城本土成长起来的细胞培养基领域企业，该公司董事长肖志华接受采访时说，生物医药本身是个高附加值、污染非常小的产业，每年我们出来的创新药也很多，我们现在也在提倡能够在张江研发，在上海生产。</p><p style="white-space: normal;box-sizing: 0px;">上海张江创新药产业基地建设有限公司常务副总姚春军对介绍，这几年迎来了新药的爆发期，整个张江科学城从园区到科学城转变过程当中，产城的融合有了很大变化。“2019年启动规划的时候，布局了双核多节点的商业布局。整个前期的策划、土地储备也好，包括未来一些商业体的对接也好，也在同步开展。”</p><p style="white-space: normal;box-sizing:
