2em;">眼下，位于淄博市淄川区的凯盛新材年产1000吨聚醚酮酮生产线进入安装调试阶段，投产后将成为全球第三家、国内唯一一家能工业化量产这一新材料的企业。山东凯盛新材料股份有限公司销售经理张际亮：“这就是聚醚酮酮材料，我们叫一种特种功能塑料，它具有高强度、耐化学腐蚀性，以及耐高温的性能，是我们国家国防军工卡脖子的材料，它普遍用于航天航空、医疗等高端行业。” </section><section 2em;">凯盛新材料脱胎于当地一家乡镇化工企业，主打产品氯化亚枫做到了全球规模最大，但因为是中间体，附加值并不高。企业急于在下游高附加值产品上实现突破，却苦于没有高精尖人才，迟迟无法突破。为解决新材料领域人才普遍紧缺难题，当地组织开展百名专家淄川行活动，政府搭台，邀请行业专家给企业把脉支招。山东凯盛新材料股份有限公司科技总监李光辉：“我们通过专家行活动对接了中南大学、山东师范大学的教授团队，在这些教授团的帮助下，我们开发了聚合工艺的一个技术，另外也开发了纯化工艺的一个技术，在解决两个关键难题之后，我们就建立了我们千吨级的工业化生产线。” 2em;">聚醚酮酮量产后，身价达到50万元每吨，附加值提高了100多倍。截至目前，淄博市已选聘高校院所专家500多人次担任企业“科技副总”，组织2场“揭榜挂帅·全球引才”对接活动，为14家企业攻克15个“卡脖子”技术难题。淄博市淄川区科技局党组书记、局长张红军：“先后有21位院士在淄川设立工作站，为企业解决1200余项技术难题。截至目前，淄川区有300余家企业与相关高校院所建立了长期稳定的合作关系。”</section><section 2em;">科技创新，人才是关键，资金是保障。淄博通过深化科技金融赋能，为科技型中小企业科技成果转化“保驾护航”。齐芯科技是一家专门从事IC卡芯片封装测试的科技型中小企业，前不久，企业成功拿到了1000万元的科技成果转化贷。山东齐芯微系统科技股份有限公司总经理助理杨丽欣：“有了这部分资金的支持，我们快速将工艺技术成果转化到生产，增加了8寸到12寸，金线到合金线的生产能力，提升了15%的机器产能。” 2em;">不同于一般贷款，科技成果转化贷不仅利息低，还设有风险分担机制。如果转化失败，产生的不良贷款将由省、市、银行按35%:35%:30%分担。去年，金融机构共为淄博科技型中小企业发放科技成果转化贷款368笔，金额12.94亿元。</section><section style="text-align: center;margin-bottom: 0em;line-height:
